Lots of interesting stuff about inclusive transport regarding trains, buses, cars, public realm, streets and yes a bit about cycling too. Quotes:
Shared Space:
8.11 While we consider CIHT and DPTAC’s recommendations and how to take them
forward, we are requesting that local authorities pause any shared space schemes
incorporating a level surface they are considering, and which are at the design stage.
We are also temporarily suspending Local Transport Note 1/11. This pause will allow
us to carry out research and produce updated guidance.
Objectives regarding Cycling:
• Update Local Transport Note 2/08, which sets out the Department’s guidance to
local authorities on designing safe and inclusive infrastructure for cyclists, to take
account of developments in cycling infrastructure since its publication in 2008 and
the responses to the draft AAP consultation and publish a revised version by early
2019;
• By 2020, explore the feasibility of amending legislation to recognise the use of
cycles as a mobility aid71 in order to increase the number of disabled people
cycling.

Complete separation of cyclists and cars can't always be achieved. To make sharing of the road safer I would like to propose using rumble strips instead of flat paint to separate the bike lane from the rest of the road. It would act as a physical reminder for car-drivers that they are encroaching the bike lane. This happens particularly near pinch points like road bends or crossroads. So even just a selective application of rumble strips could have a very positive effect, I believe. What's the view of the cycling community? Has it been tested?

Just outside Waverley Borough but a short link here would connect the Blackwater Valley Path to the Christmas Pie Trail and provide a cycle route from the Blackwater Valley to Farnham

At certain times of day it is difficult to cross the road and connect the cycle and pedestrian routes between Southwood and the Cove Brook Greenway

Bramshot Lane was a MoD Road which went from Summit Avenue to the entrance of the National Gas Turbine Establishment at Pyestock. The Pyestock site and road have been sold to developers and the site renamed Hartland Park.
The developers have now erected fencing on both sides of the road which comes up to the locked gates used by the MoD to access their land.
Previously there was a gap at the side of the MoD gates to allow access for cyclists and pedestrians.
For cyclists the main issue is the SUP crossing at the northern end which provides a valuable link between Farnborough and Fleet.
The last remaining alternative is a staggered crossing on the A327 near the bridge over the railway and Fleet Road. This has poor sightlines and is unsafe.
About 200m to south access to the Military Lands has been blocked on both sided of the road. It was previously possible to walk or cycle between the two sections of the Lands divided by Bramshot Lane.
Note that paragraph 2 of the Aldershot and District Military Lands Byelaws 1976 allows public assess to the Military Lands when not being used for military purposes.

Proposed alternative route for cyclists on quiet roads and existing footpaths from Pinewood Park to Fernhill Schools avoiding Sandy Lane and Chapel Lane. Would require improvements to footpaths to make them safe for cycling and a change of status to SUP. Also requires a safe crossing on Fernhill Road. Proposed by Cllr Muschamp.

This contraflow infrastructure is hazardous for several reasons: the path is very narrow - realistically around 0.5m wide, the cyclists is riding in the gutter, at risk of being doored and catching wing mirrors. What caught me out was a vehicle travelling North and turned right to access an entrance. Our sight lines were blocked by parked vehicles in parking bays to the right of the cycle path. Until this situation is addressed cyclists will continue to be vulnerable along this section of the road.

Notices have recently been put up by the Blackwater Valley Countryside Partnership on the section of the Blackwater Valley Path which passes through Hollybush Lakes near North Camp station.
Although there is a legal agreement to use this stretch as a footpath, there has never been one to permit cycling there and the owner is quite within his rights.
This is not a historic route, there is no sign of it on my 1956 OS map.
The Blackwater Valley Countryside Partnership is trying to resolve this but the cycling route may have to be diverted.

Proposal by HCC to add advisory cycle lanes on both sides of Kingsmead between the SUP near the junction with Victoria Road to the entrance of Pinehurst car park.
The cycle lanes would have a contrasting red surface at the entrances to Sainsburys and the Kingsmead and Sainsburys car parks.

Park Road is one way to motorised traffic at this point. There is a contra flow on road cycle path to allow cyclists to travel S. This path is far less that 1 metre wide and parked cars are allowed to the right of the cycle lane. The issues here are: high risk of being doored; wobbling into gutter; knocking wing mirrors; being hit by vehicles turning right into entrances because of poor sight lines between motorists and cyclists created by the barrier of parked cars. This is shown in the photo.

The developer, Inland Homes, is preparing an application to build new homes on the roundabout site of the Ham & Blackbird pub.
Plans reported in the local newspaper talk of 62 units (1-bed apartments), with a cafe/bar commercial area.
This is an extremely busy junction, providing access between the centre of Farnborough and the station. The current cycling provision is poor/non-existent cycling in multiple sections.
Another significant factor is the big parking expansion underway at Farnborough Main station, which will release approx. twice as many cars onto the roundabout every weekday evening…
There is a public exhibition of the proposals.
Details:
Venue - St Peter's Church Parish Hall, 60 Church Avenue, Farnborough, GU14 7AP.

They are also on view in the reception area at Rushmoor Borough Council Offices, Farnborough Road during the consultation period
Bike users can turn right and cycle contra flow using a very narrow on road cycle path. Motorised traffic cannot do this, Park Road is one way to motorised traffic. Traveling down Queens Road there is no signage to suggest that bike users can turn right. Once into Park
Road there is awkward raised 'island' to manoeuvre around. Suggest signage saying right turn for bikes only and reconsider design of Island to make it less of an obstacle.

Proposed off-road cycle path following the A323, Norris Hill Road, to link Fleet with the existing cycle-path from Norris Bridge towards the centre of Farnborough.
It would enable cyclists to avoid Norris Hill Road, an unlit road with speed limit of 60 mph. Once built it would be possible to cycle from Fleet to Farnborough without cycling on roads.
This is in the Fleet Town Access Plan ref. PC9

Proposal by Hampshire County Council to increase the capacity of the roundabout.
Concerns that the carriageway would be even less appealing for cyclists and the shared used paths not an adequate alternative.

Proposed changes to Elles Road crossing creating a corral style refuge and improving sight lines by removing vegetation.
Proposed changes to centre of roundabout to create cycle paths.
Created by Charlie Halliday // 1 thread
Proposal to help pedestrians crossing A325 also includes a proposed Shared Use Path.
Concerns:
1. Shared Use Path would feed cyclists into moving traffic, better if they join at the junction.
2. Proposed traffic islands and changes to kerb line create pinch points for cyclists.
3. Signalled crossing on north branch of junction would serve pedestrians better.
4. Conflicts between pedestrians and cyclists on existing and proposed SUPs

There are several pedestrian refuges along the road particularly at the western end of the road. The refuges cause a pinch point for cyclists. The road marking confuse priorities between those using the on road cycle path and other traffic.
